This site is aimed at all - citizens, public services and education - who want to learn more about the Corps, which is responsible, on behalf of Ministers, for the administrative and budgetary control tasks, research, audits and to furnish opinions on administrative, budgetary and financial policies.

The Inspectorate of Finance plays an important role in the decision-making process by the screening assessment of the legality, regularity, budgeting feasibility, effectiveness and efficiency.

Overview

 The Interfederal Corps of the Inspectorate of Finance is composed of inspectors of finance, accredited to the federal authority, but also of inspectors available to the Executive of Communities and Regions.

Vision

The Inspectorate of Finance is an independent and incorruptible Corps. Its purpose is to give quality professionals advises to assist governments to spend public money effectively, efficiently and economically.

Strategy

• Conduct studies and independent and objective analyses in order to provide to the ministers the necessary information to make decisions in full knowledge of the facts;

• Encourage inspectors finance to develop their potential and to achieve the highest quality, as well as to continuously improve the delivery of services through training, the enhancement of the existing jurisdiction (good practices) and the development of procedures and internal guidelines;

• Adapt the function according to new management practices by expanding the existing competence in the field of auditing in accordance with international standards and may offer a professional audit capacity.

Missions

The Corps assists the Ministers of Budget and Public Service in the implementation of administrative and budgetary control. According to article 51 of the Special Law of 16 January 1989 on the financing of the Communities and Regions, the inspectors finances are available for Communities and Regions under the authority which they carry out their duties. Finance Inspectors complete a triple role.

1. These are the financial advisers of the ministers of budget / governments to which they are accredited. They may make recommendations to increase the efficiency and effectiveness of the means used and to improve the functioning of public services and they may be responsible for investigations in the subsidised or private public institutions. The Inspectorate of Finance is designated by several authorities as audit authority within the framework of European funds.

2. They are acting in a control on behalf of the Minister of the Budget or the Minister for the Public Service.

3. They have an ex ante on all major proposals of decisions with a budgetary impact, both on the revenue side and on the expenditure.

Independence

The Inspectors of finance give off their opinions in complete independence. They analyze records objectively and support their remarks on verifiable data and objective.

Loyalty

Finance Inspectors behave correctly and honestly towards the authorities and their colleagues and are required to comply with the necessary discretion.

Professional Conscience

Finance Inspectors aim, in the exercise of their functions, the quality, efficiency and effectiveness. The information supplied in their opinion should be accurate, objective, comprehensive, clear, comprehensible and relevant so people who decide they have all the elements to make a decision in an informed way.
